[Horn Diplomat] Hargeisa, Dec. 14 -- Somaliland President Abdirahman Mohamed Abdillahi "Irro" on Sunday held talks with France's Deputy Ambassador to Kenya, Romain Joly, and a large French delegation on an official visit aimed at strengthening bilateral cooperation, officials said.
