Tourism strategy: CCoSOEs directs Ministry to resubmit proposal, PTDC’s role

ISLAMABAD: The Cabinet Committee on State-Owned Enterprises (CCoSOEs) on Monday directed the Ministry of Inter-Provincial Coordination to resubmit its proposal with a detailed plan incorporating its views and proposals, governance structure, and Pakistan Tourism Development Corporation (PTDC)’s role in supporting the national tourism strategy. The CCoSOEs met on Monday at the Finance Division under the chairmanship of the Federal Minister for Finance and Revenue, Muhammad Aurangzeb. It also directed the Ministry of Industries & Production to return with a detailed proposal, in consultation with the Law Division, clearly outlining the process for the winding up of Morafco Industries Limited (MIL), as previously determined. The Committee considered a summary by the Ministry of Inter-Provincial Coordination seeking reconsideration of the Committee’s earlier decision on the winding up of the PTDC. The Ministry highlighted that while PTDC’s operational and commercial assets had largely been outsourced in line with government directives, a functional national-level mechanism for tourism coordination remains essential. It emphasized that the absence of a central coordinating entity has limited Pakistan’s ability to present a unified tourism strategy internationally and ensure alignment among provincial tourism initiatives, and proposed the establishment of a lean, right-sized “centre of excellence” to facilitate intergovernmental coordination, policy support, and tourism promotion. The Cabinet committee discussed the matter and asked the Ministry of Inter-Provincial Coordination to resubmit its proposal with a detailed plan, incorporating views and proposals, including justifications for staffing, governance structure, and PTDC’s role in supporting the national tourism strategy, taking into account ongoing consultancy studies and international investment initiatives. The Committee reviewed and approved agenda items submitted by the Ministry of Commerce and the Ministry of Information Technology & Telecommunications, including the filling of one vacant position of Independent Director, appointment of Chairman of the Board, recommendations for ex-officio positions, and reconstitution of the Board of Directors of Pakistan Reinsurance Company Limited (PRCL); reconstitution of the Board of Directors of State Life Insurance Corporation (SLIC); and appointment of members on the Board of Directors of Ignite Company. The Committee approved a proposal by the Ministry of Information Technology & Telecommunication (MoITT) for the nomination of the CEO, ZONG, on the Board of Universal Services Fund Company (USF) as nominee of Mobile-Cellular Licensees as Director for the remaining term of the Board until June 2026. Regarding the agenda item proposed by the Ministry of Industries & Production on Morafco Industries Limited (MIL), the Committee directed the Ministry to return with a detailed proposal, in consultation with the Law Division, clearly outlining the process for the winding up of the body as previously determined. The Committee reiterated that any reconsideration of its previous decision should be based on a clear business case and returned to the Committee for review, ensuring continuity, transparency, and alignment with the government’s broader reform and rightsizing agenda for state-owned enterprises. The meeting was attended by Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry, along with Secretaries and senior officials from the relevant ministries, divisions, and regulatory bodies.
