MANILA, Philippines — A major reshuffle will be implemented at the Department of Public Works and Highways (DPWH) early next year at the regional and district engineering levels to infuse young bloods in the department's structure in line with the ongoing sweeping reform directive from President Fer4dinand Marcos Jr. aimed at curbing rampant corruption. Public Works Secretary Vince Dizon confirmed this on Tuesday, saying that the reshuffle is likely to be implemented between January and February 2026 as the DPWH also starts fresh with a fat-free 2026 national budget. "There will be a reshuffle and placement of "fresh blood" in critical positions across the country," he added. As the implementing arms of the DPWH, Dizon said the regional and district offices played a vital role in ensuring that the implementation of flood control projects and other infrastructures were in accordance with the procurement process, correct specification and approved structural plan. Dizon also issued Department Order (DO) 125, series of 2025, which sets the guidelines and procedures for the establishment of construction materials prices, labor rates, and equipment rental rates. "The initiative reflects our shared beliefs that transparency should not only govern the implementation of public infrastructure projects, but also guide the selection and evaluation of the men and women entrusted to lead them," Dizon further said. Based on the organizational structure of the DPWH, there is one senior undersecretary, 6 regular undersecretaries, 5 assistant secretaries, 15 bureau directors, 17 regional directors, more than 200 district engineers and more than 400 assistant district engineers. On Monday, Dizon started the initial salvo at the DPWH Bulacan First Engineering Office (DEO), allegedly the most notorious district when it comes to ghost and anomalous projects, designating engineers Kenneth Edward T. Fernando and Paul Genar S.J. Lumabas, as officers-in-charge of the Office of the district engineer and assistant district engineer. Fernando and Lumabas replaced dismissed district engineer and assistant district engineer Henry Alcantara and Brice Hernandez, who are now facing multiple administrative and criminal charges in connection with the implementation of anomalous and ghost flood control projects in Bulacan. At the same time, Dizon also named retired Army Gen. Rommel Tello as regional director of DPWH Central Luzon.
