Angara promotes 16,000 teachers; 41,000 more under Marcos administration

MANILA, Philippines — For years, promotion in the public school system arrived too late to matter, often at the edge of retirement. Under the administration of President Ferdinand R. Marcos Jr., teachers are now seeing career advancement unfold within their years of active service.
