MANILA, Philippines — Four flood control projects in Bulacan amounting to over P330 million have been flagged by the Commission on Audit (COA) for alleged irregularities after it found “ghost” structures, unauthorized project relocations, and unsupported claims of completion, implicating some officials of the Department of Public Works and Highways (DPWH) and Wawao Builders.
