Ukraine MUST get cash through 'reparations loan' OR EU budget - VDL tells EU leaders it's one or the other ahead of 'intensive discussions'

"European Commission head Ursula von der Leyen told EU leaders they had to make a choice between her own 'reparations loan' for Ukraine - or funding Kiev from the EU budget - as she arrived for the European Council in Brussels on Thursday. "I have made two proposals, two options on the table for this funding. One is funding through the EU budget, borrowing against the budget and the second possibility is the reparations loan. So today we will have the discussions about which one of the two we will use. It will be intensive discussions," she said. "I totally support Belgium that they insist on having their concerns and worries accommodated. And we are working day and night with Belgium, and I want to thank the prime minister for his personal engagement here," she added. European leaders are set to debate the European Commission's plan to use frozen Russian assets for a $140bn 'reparations loan' for Ukraine, amid huge divisions within the bloc. Belgium - where the assets are held - and others have warned of the impact on investor confidence, the need for 'risk-sharing' and questioned the legality. Italy, Belgium, Malta and Bulgaria called for alternatives to be explored. Others like Hungary and Slovakia have highlighted the need to end the Ukraine conflict - rather than fund more weapons- as well as ongoing corruption scandals in Ukraine. On Wednesday, Hungary's Viktor Orban claimed 'victory', saying the loan plan was 'off the table'. Russia has called the move 'illegal' and 'theft'."
