Police have launched a criminal investigation into an alleged illegal "drug penalty" system at a residential complex. The apartment association and a private security firm are accused of running a parallel justice mechanism, collecting over Rs 3.3 lakh in fines for drug possession and other offences, and suppressing serious crimes.
