BAGUIO CITY — Resigned Public Works and Highways Undersecretary Maria Catalina Cabral, who was linked to flood control irregularities, was found “unconscious and unresponsive” along Bued River at Kennon Road on Thursday night (Dec 18) after hours of searching by her driver, the Cordillera police office said.
