UPDATE: The Ombudsman has instructed authorities in Benguet to take custody of and preserve the gadgets of former DPWH Undersecretary Cathy Cabral, following reports that she was found unconscious from an alleged fall near the Bued River in Tuba, Benguet, Assistant Ombudsman Mico
