MANILA, Philippines — The actions of Leyte 4th District Rep. Richard Gomez — allegedly attacking and verbally abusing Philippine Fencing Association (PFA) president Rene Gacuma — can be used as grounds for an ethics complaint, Bicol Saro party-list Rep.
