MANILA, Philippines — The Philippine National Police (PNP) sought to retrieve whatever evidence may have been left behind by former Public Works Undersecretary Maria Catalina Cabral, whose death on a deep ravine below Kennon Road in Tuba, Benguet, left many questions unanswered about her role in the flood control mess.
