Cabral visited Kennon Road ledge twice before death, says DILG secretary

MANILA, Philippines — Former Department of Public Works and Highways (DPWH) undersecretary Maria Catalina “Cathy” Cabral reportedly visited the ledge along Kennon Road from where she was believed to have jumped twice on the day of her death, Interior and Local Government Secretary Jonvic Remulla said on Monday. In an interview, Remulla outlined the timeline of Cabral’s movements that day. She first arrived at the site in Tuba, Benguet along Kennon Road around 10 a.m. and sat on the ledge. Police who passed by told her she could not park there, prompting her to return to the Hotel Ion in Baguio, where she stayed until lunch. At around 2 p.m., she asked her driver to take her back to the ledge. She reportedly stopped at the same spot where a selfie of her had been taken earlier and asked the driver to go ahead, expecting to meet him back at the hotel. When the driver returned, Cabral was no longer at the ledge, and he assumed she had gone back to the hotel. He searched until 5 p.m. before reporting her disappearance to the police. Authorities arrived at the site at 6:37 p.m., and climbers later recovered her body. “All signs point to a deliberate fall,” Remulla said, citing autopsy reports showing blunt force trauma as the cause of death. The report detailed extensive damage to the right side of her face, the back of her head, crushed ribs on the right side, and broken hands and ankles. The autopsy indicated no signs of struggle, gunshot wounds, ligature marks, or defensive injuries. Remulla emphasized that the findings were based on investigations following what he described as an initially bungled police response. “All signs point to a deliberate fall,” he said, citing autopsy reports that indicated blunt force trauma consistent with the fall. The DILG is coordinating with law enforcers to secure Cabral’s devices and files, which remain with her family, to assist in ongoing investigations into her involvement in DPWH projects and alleged irregularities. Remulla stressed that the investigation aims to clarify the events and gather evidence from her devices and documents to ensure transparency.
