DAVAO CITY — Mindanao Development Authority (MinDA) Secretary Leo Tereso A. Magno said labeling Mindanao as “terror hotspot,” just because the reported Bondi Beach shooters happened to stay inside the Davao City hotel for almost a month, was both misleading and unfair.
