MANILA, Philippines — The effect of the northeast monsoon, locally known as amihan, has slightly weakened but is still affecting Northern and Central Luzon, the weather bureau said on Tuesday. Based on its morning forecast, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the amihan is expected to bring cloudy skies with rain showers over Cagayan, Isabela and Aurora.
