MANILA, Philippines — Another resignation from the Independent Commission for Infrastructure (ICI) is a signal that the body created by an executive order is nearing its end, several House of Representatives lawmakers said on Friday. In separate statements, members of the Makabayan bloc, Mamamayang Liberal party-list Rep. Leila de Lima, and Akbayan party-list Rep.
