MANILA, Philippines — The resignation of Rossana Fajardo as commissioner of the Independent Commission for Infrastructure (ICI) was part of a “natural” process, since the establishment of the commission tasked to investigate the alleged kickbacks in flood control projects took place at a time when the new Ombudsman was transitioning.
