MANILA – Rains will persist over parts of Luzon and the Visayas on the last Monday of 2025, as the northeast monsoon (amihan), shear line, and easterlies continue to affect the country, the weather bureau said. In its 4 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Sorsogon, Northern Samar, Eastern Samar and Samar will experience cloudy skies with scattered rains and isolated thunderstorms due to the shear line, with possible flash floods or landslides during episodes of moderate to at times heavy rainfall.
