MANILA, Philippines — Most parts of the country will have cloudy skies with scattered rains and thunderstorms due to the shear line, northeast monsoon, and the easterlies, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Monday. Based on Pagasa’s 4 a.m. weather bulletin, the northeast monsoon is affecting Northern and Central Luzon, while a shear line is influencing the eastern sections of Southern Luzon and Visayas. Pagasa said Sorsogon, Northern Samar, Eastern Samar, and Samar may experience moderate to occasionally heavy rains caused by the shear line, with possible flash floods or landslides. Caraga and the rest of Eastern Visayas are also forecast to have cloudy skies with scattered rains and thunderstorms due to the easterlies, which may likewise trigger flooding or landslides. Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated light rains brought by the northeast monsoon.
