A lawmaker on Monday urged the Jockey Club to take lighting and noise issues into consideration when building its fourth public riding school in Tseung Kwan O. This came after the club submitted a paper to the Sai Kung District Council, hoping to build the facility on the Tseung Kwan O Stage II and III Landfill to reduce overall waiting times at other riding schools and cultivate more equestrian talent in the city. The club said more than 20,000 people are now on the waiting list for the three other schools in Pok Fu Lam, Lei Yue Mun, and Tuen Mun, with an average waiting time lasting several years. Speaking on an RTHK programme, legislator-elect and long-time Sai Kung district councillor Christine Fong said discussions have to be made between different parties during the construction process to minimise the impact on nearby residents. "Like before, when the club built six football pitches at the Stage I Landfill, the night lamps refracted light towards nearby residences by the reflection of the sea," Fong said. "Another issue I heard from residents is the noise, as the site is about 450 metres from nearby residences, which is about the distance of nine public swimming pools, and to be fair, it is not too near yet not too far away," she added, Fong said the club should consider opening up the three riding schools for residents to go and understand how they may be affected when the new school is in built. In a written response from the club to the council, it said the riding school would close at 9pm, and that lamps would have their angles altered, which would not affect nearby homes and residents. The plan is scheduled for discussion at a council meeting on January 6.
