MANILA, Philippines — Investigators approached Batangas Rep. Leandro Leviste to examine the alleged “Cabral files,” linked to late Public Works Undersecretary Maria Catalina Cabral, but he did not turn over all the documents, Assistant Ombudsman Mico Clavano said Monday.
