MANILA, Philippines — Public Works Secretary Vince Dizon on Tuesday denied allegations made by Batangas 1st District Representative Leandro Leviste that he authorized budget “insertions” or “allocables” for flood control projects under the Bases Conversion and Development Authority (BCDA). In a statement, Dizon described the claims as “baseless and malicious,” noting that the BCDA, which he formerly headed, has confirmed it does not fund flood control projects through budget insertions, allocable funds, or any discretionary sources. “Any claims of 'allocable' or discretionary funding for such purposes are baseless and false,” he said. The timing of Leviste’s allegations also drew scrutiny, according to Dizon. The statement cited reports from some Department of Public Works and Highways (DPWH) staff accusing Leviste of forcefully and illegally obtaining files from the late former DPWH undersecretary Catalina Cabral. The DPWH emphasized that Dizon did not engage in any unauthorized or discretionary allocation of funds for flood control projects.
