By Reina C. Tolentino MANILA, Philippines— The Makabayan bloc at the House of Representatives has proposed a Magna Carta of Waste Workers to improve the welfare of waste workers. "Given their vital role and the challenges they face, there is an urgent need for a comprehensive piece of legislation that will protect their rights, improve their working conditions, and integrate them into the formal waste management system," Kabataan Rep. Renee Co, ACT Teachers Rep. Antonio Tinio, and Gabriela Women's Party Rep. Sarah Elago said in filing House Bill (HB) 6413 last November 26, 2025. Similar bills were filed by other lawmakers at the House. HB 6413 mandates the provision of personal protective equipment as well as "prophylactic medicines against common and present diseases" among others, to waste workers. Under the bill, waste workers will also be provided free annual medical services and physical and mental health examinations.
