Only 4,500 people were reportedly allowed to enter the square, while police officers patrolled the surrounding streets, cleared access routes, and set up barrier blockades to manage the flow of visitors. The city's security measures mirrored those taken nationwide, banning the possession, use, and disposal of glass bottles, cans, spray cans, and all kinds of fireworks, firecrackers, rockets, and pyrotechnic devices. Mobile vendors, street food stalls, and itinerant sellers were not allowed to operate within the restricted area, which extended along major roads around the square. The authorities emphasised the preventive nature of the measures. Police and local security forces were deployed for 'targeted territorial control', aiming to prevent potential incidents of disorder, crime, or vandalism.
