Cabral files: OSAP denies naming OP as project proponent

MANILA, Philippines — The Office of the Special Assistant to the President (OSAP) on Thursday denied allegations that it had named the Office of the President (OP) as the proponent of DPWH projects cited in the “Cabral files.” The Cabral files are documents allegedly from the late former DPWH Undersecretary Maria Catalina Cabral showing budget insertions tied to officials and linked to corruption.
