DOLE reports 98% case disposition rate

The Department of Labor and Employment (DOLE) has resolved labor disputes early and fairly, keeping workplaces productive and peaceful. In a statement on Thursday, it reported a 98.07 percent disposition rate of cases, benefiting over 109,000 workers and yielding P8.34 billion in monetary awards. Through conciliation and mediation under the Single Entry Approach (SEnA), 82.55 percent of cases were settled amicably. It noted that workplace conflicts were resolved without disrupting livelihoods and business operations through preventive mediation, voluntary arbitration, and strike-management mechanisms. Also, industrial peace was advanced through tripartite consultation under the National Tripartite Industrial Peace Council (NTIPC), which processed key labor policy issuances during the year. These include Department Order 251-25, issued on April 21, 2025, which provides the new Implementing Rules and Guidelines of Article 133 [135] of the Labor Code, as amended by Republic Act (RA) 6725, strengthening the prohibition against discrimination against women with respect to terms and conditions of employment. Also processed by the NTIPC were Department Order 253-25, issued on April 28, 2025, prescribing the guidelines for the standard design and specifications for temporary accommodation and welfare facilities for construction workers, and Department Order 252-25, likewise issued on April 28, 2025, revising the Implementing Rules and Regulations of RA 11058 on occupational safety and health standards. At the same time, the DOLE reported that it has inspected 33,007 establishments, covering 3.7 million workers, and conducted 168,100 technical and advisory visits to promote voluntary compliance. The inspections were conducted to ensure just and humane working conditions remained a priority in 2025. These efforts resulted in high compliance rates — 94.53 percent for general labor standards and 90.06 percent for occupational safety and health (OSH) standards. Given the Philippines’ vulnerability to calamities and other disruptive events, the agency also bolstered its labor inspection efforts through the issuance of Labor Advisory 15, series of 2025, to promote labor and management preparedness and to protect workers’ rights. This also reinforces employers’ responsibility to uphold labor standards even during emergencies. The department also conducted 541 OSH trainings, covering nearly 22,000 workers nationwide.
