MANILA, Philippines — The Civil Aviation Authority of the Philippines (Caap) issued a Notice to Airmen (NOTAM) on Saturday about runway lights at Laoag International Airport that were temporarily unusable due to a short circuit. A NOTAM is a notice containing information concerning the establishment, condition, or change in any aeronautical facility, service, procedure, or hazard essential to personnel concerned with flight operations. It took effect at 4:35 p.m. on Jan. 3 and will last until 7:59 a.m. on Jan. 4.
