CEBU CITY, Philippines — Councilor Jun Alcover has formally asked the Commission on Human Rights (CHR) to investigate alleged abusive apprehensions of vendors at Plaza Sugbo after his proposed council-backed action was blocked during a tense privilege speech at the City Council. In a letter dated January 7, 2026, addressed to CHR-7 Regional Director Atty.
