MANILA, Philippines — The Commission on Higher Education said that it would cooperate with the Commission on Audit and other agencies regarding the unliquidated education subsidy grants amounting to P20 billion. Based on the 2024 Audit Report of CHEd, six regions have unliquidated Tertiary Education Subsidy (TES) grants and unsubmitted liquidated reports for the TES as early as 2019. The highest unliquidated amount came from Region 12 or the Soccsksargen (South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos) region -- P14.14 billion. In a statement on Thursday, CHEd Chairman Shirley Agrupis said that she was "deeply disturbed" on the non-liquidation and delay in the submission of liquidation reports that exposes the subject funds to the risk of irregular if not altogether illegal payments made under the TES. She added that the issue transpired during the administration of her predecessor, Prospero de Vera 3rd. "I have directed the concerned offices in the Commission to study the report assiduously, to trace the anomalous payments, if any, of those funds transferred to various HEIs, and to identify the persons responsible for breaches of applicable laws and rules," Agrupis said She assured the public that the Universal Access to Quality Education Act or Free College Tuition law would be properly implemented. The Manila Times has asked for De Vera's comment but he has yet to respond.
