MANILA, Philippines — Illegal turning—making a turn from the wrong lane or in an improper manner at intersections—emerged as the most frequently recorded traffic violation in 2025, based on data released by the Metropolitan Manila Development Authority (MMDA) Traffic Ticket Management Division on Saturday, January 10. Unattended illegal parking ranked second, with motorists leaving their vehicles repeatedly along major roads and inner streets, blocking traffic flow and emergency access. Disregarding traffic signs placed third, pointing to routine non-compliance with basic road rules that have been closely monitored under the No Contacts Apprehension Policy (NCAP) system. Violations of the number coding scheme followed at fourth, while attended illegal parking completed the list of the top five offenses for the year. The agency said stricter enforcement through NCAP and on-ground operations remained central to its Metro Manila Road Safety Action Plan, which aims to reduce road-related deaths by improving discipline among motorists. As of November 2025, the MMDA recorded more than 252,000 traffic violations detected through NCAP, with about 119,000 cases reviewed and confirmed as enforceable offenses.
