48% Finns believe corruption is common among top politicians

About half (48%) of Finnish people believe that corruption is very or fairly common among the political decision makers in national level, according to a survey commissioned by the Foundation for Municipal Development (Kaks). The survey results released on Saturday also showed that perceptions of local politicians are more favourable, and 38 percent of the respondents think that municipal leaders susceptible to corruption. Finns trust on civil servants is better than elected political representatives as 34 percent of respondents believe that state administrators are prone to corruption. According to the survey, the situation has slightly improved this year compared to the survey conducted in 2019 when 55 percent of respondents said that corruption was widespread among political decisionmakers at national level and 46 percent said that municipal leaders were prone to corruption. The survey was conducted by research organisation Verian from November 29 to December 3, 2025, through interviewing 1001 people. The margin error is under ± 3 percentage points.
