MANILA, Philippines — The Department of Public Works and Highways (DPWH) will appoint Undersecretary Ricardo Bernabe III to answer legal queries, its chief, Secretary Vince Dizon, said on Monday. “He will now be designated as official spokesperson for all legal issues concerning all the ongoing investigations, both internal and external to DPWH,” Dizon said in a press conference.
