EDUCATION Secretary Sonny Angara and Social Welfare Secretary Rex Gatchalian are the only two Cabinet members who earned majority approval ratings in the latest public opinion survey by Tangere. The non-commissioned poll, conducted from Jan. 7 to 10, 2026, showed Angara posting 52.7-percent satisfaction and 54.0-percent trust, while Gatchalian received 50.9-percent satisfaction and 49.0-percent trust. No other Cabinet secretary reached majority ratings in either category. Tangere said the positive ratings for both officials were driven largely by respondents from socioeconomic classes D and E, consistent with previous quarters. Following Angara and Gatchalian were Science and Technology Secretary Renato Solidum Jr. with 49.2-percent satisfaction and 47.6-percent trust; Migrant Workers Secretary Leo Cacdac with 46.3-percent satisfaction and 45.3-percent trust; and Agrarian Reform Secretary Conrado Estrella III with 46.1-percent satisfaction and 44.9-percent trust. Overall, President Ferdinand Marcos Jr.’s Cabinet registered a collective approval rating of 40 percent, alongside public dissatisfaction at 32 percent. Levels of distrust stood at 42.8 percent, exceeding the 33.2 percent of respondents who said they still trust the administration’s top officials. Tangere noted that departments focused on “human capital,” particularly education, social welfare, and labor, continue to generate higher public confidence compared with other sectors. Agencies involved in systems and regulation — including infrastructure, energy, finance, justice, transportation, tourism, and the environment — generally received weaker satisfaction and trust ratings. According to the firm, the middle-tier scores suggest that while the public recognizes the importance of these services, respondents remain critical of how they are being carried out. The survey also found that the Cabinet is facing its widest trust and satisfaction gap to date, with rising dissatisfaction extending even to senior officials traditionally rated more favorably. Tangere cited ongoing concerns linked to economic management and governance issues as factors weighing on public sentiment. The survey covered 1,600 respondents nationwide and had a margin of error of ±2.40 percent at a 95-percent confidence level. The sample was distributed across the country, with 12 percent from the National Capital Region, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from the Visayas, and 23 percent from Mindanao.
