New enforcement of the laws has brought new anxiety for Serbs, particularly for those who do not possess Kosovo documents and who drive vehicles with Serbian license plates on the basis of an authorization. Observers of local developments note that the implementation of the Law on Foreigners and the Law on Vehicles as of 15 January will target exclusively the Serbian community, and that the new rules have nothing to do with establishing order, but rather represent a mechanism for exerting pressure on Serbs.
