MANILA, Philippines — Executive Secretary Ralph Recto on Thursday reiterated his innocence, saying he would not be distracted by political noise following the move of several groups to file complaints against him over the P60-billion Philippine Health Insurance Corp. (PhilHealth) fund transfer.
