JERUSALEM/CAIRO, Jan 15 - Ali Shaath, the Palestinian former government official chosen to administer Gaza under a U.S.-backed deal, has an ambitious plan that includes pushing war debris into the Mediterranean Sea and rebuilding destroyed infrastructure within three years.
