A strong northeast monsoon, or cold air mass, is expected to affect parts of northeastern Vietnam from Tuesday night, bringing widespread rain followed by severe cold, with mountainous areas at risk of damaging cold conditions, according to the National Center for Hydro-Meteorological Forecasting.
