PAGADIAN CITY, Zamboanga del Sur — The National Police Commission Regional Office 9 (Napolcom-9) has initiated administrative proceedings against a police officer caught on video allegedly disregarding instructions at a Land Transportation Office (LTO) checkpoint here.
