MANILA, Philippines — The Senate may review and amend its internal rules to address the continued absence of Sen. Ronald “Bato” dela Rosa from plenary sessions, Senate President Pro Tempore Panfilo Lacson said Saturday. Speaking to reporters after attending the Philippine Military Academy Alumni Association’s homecoming in Baguio City, Lacson said the chamber currently lacked clear provisions covering prolonged absences from plenary proceedings, a gap that may need to be addressed in light of dela Rosa’s situation. “We have rules about continuous absences in Senate committees, where a senator can lose a committee membership due to such absences. But we don’t have such rules that apply to the plenary,” Lacson said. “I think we should revisit the rules of the Senate to incorporate the situation of Sen. dela Rosa.” Possible Caucus Discussion Lacson said the matter could be taken up during the all-senators’ caucus on Monday, when members may have an opportunity to reach a consensus on how to proceed. “I think we should take it seriously. On Monday, during the all-senators’ caucus, it could come up, and we could have a consensus,” he added. Dela Rosa has been in hiding following reports of a looming arrest warrant by the International Criminal Couragainst him for his alleged involvement in Rodrigo Duterte's bloody war against drugs as Davao City mayor and as president starting in 2016.
