Group flags delays in corruption cases

Task Force Kasangga (TFK), one of the civic groups to raise alarms in 2022 over alleged irregularities in flood control and infrastructure projects, expressed frustration over alleged persistent bureaucratic delays in holding lawmakers and Department of Public Works and Highways (DPWH) officials accountable for corruption. During a weekend press briefing, TFK founder Dr. John Chiong said that complaints filed years ago remain under review. “We have been raising these issues for years. The public deserves justice, and bureaucratic delays must not allow corruption to go unpunished,” Chiong said. He cited complaints TFK filed in 2022 against resigned Ako Bicol Party-List Rep. Zaldy Co, Benguet Rep. Eric Yap, Construction Workers Solidarity Party-List Rep. Edwin Gardiola, former DPWH secretary Manuel Bonoan, and several DPWH regional directors. Chiong also cited plunder and graft complaints against former DPWH undersecretary Romeo Momo, which remain under legal scrutiny. The group warned that political distractions, including early discussions surrounding the 2028 national elections, could overshadow corruption cases, potentially causing further delays. Chiong added that TFK has filed an ethics complaint against House Committee on Public Works Chairman and Surigao del Sur 1st District Rep. Romeo Momo Sr., who has denied allegations linking him to a contractor that reportedly secured over P1.4 billion in government infrastructure projects. Among the construction firms mentioned in the complaints are those awarded multibillion peso flood control and other infrastructure projects, including GCI Construction and Development Corp. (Bicol Region), Equi-Parco Construction Company (Caraga and Northern Mindanao), Montesclaros Enterprises, Inc. (Northern Mindanao), EUS Construction (Bicol Region), Brentmin Roofing Enterprise (Bicol Region), Centerways Construction and Development, Inc. (Bicol Region), and EGB Construction Corp. (Northern Luzon, Ilocos, Cagayan Valley, Central Luzon). Chiong said that these references were based on documented contract awards and issues raised in sworn complaints submitted to authorities for review.
