MANILA, Philippines — Cloudy skies with light to scattered rains are forecast nationwide on Monday due to the shear line, the easterlies, and the northeast monsoon, or amihan, the state weather bureau said. In its 5 a.m. bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said the shear line will bring scattered rains and isolated thunderstorms to Albay, Sorsogon, Masbate, and Northern Samar.
