House bill makes Feb. 25 a regular holiday

A PROPOSED law filed at the House of Representatives seeks to declare Feb. 25 as EDSA People Power Day. On Monday, Akbayan Representatives Chel Diokno, Perci Cendaña, and Dadah Kiram Ismula with Dinagat Islands Rep. Kaka Bag-ao filed House Bill (HB) 7911 making Feb. 25 a regular holiday. The proponents of HB 7911 said in the bill's explanatory note said that the State "has the duty to preserve historical truth and honor the collective courage of the Filipino people." The bill provides for the necessary appropriations to support commemorative and educational activities, particularly through the National Historical Commission of the Philippines (NHCP). Under the bill, EDSA People Power Day will be commemorated yearly as a regular holiday. The NHCP, "in coordination with relevant government agencies, is designated as the lead agency in organizing and coordinating activities for the EDSA People Power Day to provide an opportunity for educational institutions, government agencies, and civil society organizations to conduct programs that preserve historical truth and promote democratic values and human rights awareness." Funding for the measure would initially be sourced from the NHCP's "available appropriations." Thereafter, funds for its continued implementation will be included in the annual national budget law.
