THE Land Transportation Franchising and Regulatory Board (LTFRB) has intensified nationwide inspections and issued show-cause orders (SCOs) and notices of violations to more than 120 bus and public utility vehicle (PUV) operators to safeguard commuter safety and comfort. As part of the drive, the LTFRB summoned operators and managers of 10 terminals in Pangasinan and La Union for failing to meet basic passenger welfare standards. LTFRB Chairman Vigor Mendoza II said the orders were based on surprise inspections by the agency’s regional office in Region 1, led by Director Cristal Sibayan. “The issuance of these SCOs demonstrates that our operations are consistent and ongoing. We will continue to enforce compliance until all terminal operators uphold the basic rights of commuters for safe and comfortable travel,” Mendoza said. Common violations reported include the absence of roofing to shield passengers from the weather, non-functional comfort rooms, a lack of CCTV cameras and security personnel, and inadequate facilities for senior citizens and persons with disabilities. Some terminals also failed to protect passengers from hazards posed by incoming and outgoing vehicles. Terminals summoned for the latest violations include four bus and PUV terminals in Alaminos City, four in Dagupan City, both in Pangasinan, and two in San Fernando City, La Union. Operators must submit written responses explaining why their terminals should not be closed for failing standards of safety and comfort. Hearings have been scheduled for all violators. Mendoza warned that neglect of commuter rights should no longer be tolerated. “What is normal should be safe, comfortable and secure travel for passengers. Terminal operators must comply or face closure,” he said. The LTFRB has emphasized that these nationwide operations will continue until all transportation facilities meet the required safety and service standards.
