MANILA, Philippines—The Department of Health (DOH) late Thursday clarified that it did not recommend penalties for parents who failed to have their children vaccinated. This comes after Health Undersecretary Emmie Liza Chiong floated, during a panel hearing at the House of Representatives, the idea of imposing minor penalties on parents who fail to immunize their children. In a statement, Health Secretary Ted Herbosa said no policies under the agency sought to penalize parents who fail to vaccinate their children. “We need to educate parents on the benefits of vaccines. So I repeat, we will not impose a penalty,” he said.
