ISLAMABAD: The National Highway Authority has utilised 56 percent of the development allocation in the first six months of the current financial year. According to NHA sources, the total allocation for NHA made under the Public Sector Development Programme (PSDP) was PKR 223.28 billion for 71 projects. Out of the total allocation, PKR 124.31 billion has been utilised in the first half of 2025-26. For the three N-25 Balochistan Expressway projects, allocation of PKR 100 billion was made, of which PKR 55.13 billion has been utilised. For 14 essential rupee cover projects PKR 61.57 allocated out of which PKR 23.93 billion has been utilised. For 12 critical national projects PKR 26.93 billion has been kept, and out of this PKR 20.46 billion has been disbursed. For 10 sub-completed projects, PKR 9 billion has been allocated out of which PKR 8 billion has been utilised. For eight near completion projects of which 70 percent work has been completed PKR 13.6 billion has been allocated and out of this PKR 12.11 billion has been utilised. For 21 other projects, PKR 6.17 billion has been allocated, of which PKR 3.84 billion has been disbursed. Whereas for three Build Operate Transfer (BOT) projects, PKR 6 billion has been allocated, out of which mere PKR 81 million has been utilised. In the total PSDP of the NHA, the foreign component is PKR 19.2 billion. The total ongoing development schemes of NHA are worth Rs 3.4 trillion, and the “throw forward” of existing schemes into FY 2026–27 amounted to PKR 2.7 trillion, including the USD 1.8 billion foreign-funded M-6 Sukkur–Hyderabad Motorway. The Ministry of Planning, Development and Special Initiatives has authorised PKR 555.5 billion, or 55.55 percent of the Rs 1 trillion allocated for the PSDP 2025-26 during July–January, while actual expenditure stood at PKR 272.78 billion, equivalent to 27.28 percent of the total allocation. It may be mentioned here that in total, PSDP NHA holds the lion’s share of PKR 223.28 billion. Copyright Business Recorder, 2026
