MANILA, Philippines — Social Welfare and Development Secretary Rex Gatchalian on Wednesday urged Association of Southeast Asian Nations (Asean) member states to collaborate on solutions to the “wicked problems” facing the region, stressing the need for resilient and people-centered communities.
