MANILA, Philippines — The Tau Gamma Phi fraternity on Friday urged its members linked to the alleged fatal hazing of 19-year-old PNTC Colleges maritime student Kenneth Alcedo to surrender to the authorities. “We strongly condemn the event that happened last March 1.
