CITY OF SAN FERNANDO, Pampanga—Around 45 hot-air balloons are slated to fly to the skies on Saturday, March 7, as the Lubao International Balloon and Music Festival (LIBMF) resumes for the second time after the COVID-19 pandemic. Began in 2014 at the Pradera Verde in Lubao town in Pampanga, the LIBMF took a five-year break and restarted in April 2025.
