As Ukraine fights for its sovereignty on the battlefield, it is also transforming how government works at home. Since launching its digital transformation ministry in 2019, Ukraine has built “Diia,” a super app used by more than 23 million citizens to access documents, pay taxes, register businesses and even marry online.
