MANILA, Philippines —  The Land Transportation Office (LTO) has named Wendel Dinglasan as the new regional director of Central Visayas. The LTO, in a statement on Monday, said Dinglasan’s assignment is in line with Transportation Secretary Giovanni Lopez’s directive to replace key officials and restructure regional enforcement units to strengthen service delivery.
