In his view, one of the most significant developments is the continued use of proportional list systems across communes of all sizes, from Paris to the smallest rural municipalities. What is politically more revealing, however, is the strategic manoeuvring between the two rounds of voting. In some municipalities, discussions between left-wing forces are underway, while in others, particularly large cities such as Paris and Marseille, candidates appear more inclined to forgo alliances.
